Frank was the eldest of the three sons of Richard and Florence Browne of Philadelphia, Pa. The family later lived in Quincy, Mass., where Frank attended and graduated from Thayer Academy and Wentworth Institute of Technology. Along with his wife Cleo, Frank raised his family in Scituate working for Aetna Engineering Company and for the town of Scituate. In the 1970s, Frank served as the part time tax assessor and later as the Civil Defense director for more than 30 years. He could tell many a story of blizzards, hurricanes, and mock drills. Frank, along with the assistance of other concerned town folk, worked to open and renovate the Congregational Church and helped to organize the first Scituate Art Festival. Frank also was a member of both the Masons and Shriners, and would have received his 50 years service medal this year. Frank will be greatly missed by his wife Cleo, his daughter Rae and his daughter Dorinda and her family in Florida.
