City of Woonsocket - Dept. of Planning & Development City of Woonsocket, RI Notice of Intent to Request a Release of Funds To all interested agencies, groups and persons, on or about September 17, 2020 and last until October 2, 2020 (following comment period of at least 15 days from the date of mailing and posting per 24 CFR 58.45), the City of Woonsocket will submit a request to the US Department of Housing and Urban Development for the release of funds from Community Development Block Grant (CDBG)/CARES Act/Covid-19, under Title I of the National A ordable Housing Act (NAHC); HOME Investment Partnership Program (HOME), under Title II of the Cranston-Gonzalez NAHC, and the Emergency Solutions Grant (ESG) authorized by the Stewart B. McKinney Homeless Assistance Act. e funds will be used to implement the City of Woonsock- ets AMENDED Annual Action Plan for FY 2019-2020. e following projects included in the AMENDED Annual Action Plan are not exempt from 24 CFR Part 58.34 Subpart DEnvironmental Review Process. erefore, public notice is required and comments solicited. PROGRAM CDBG - CV CDBG - CV CDBG - CV Small Business Loan Micro Enterprise Grants ACTIVITY Public Facilities Landmark medical center Note: e total allocation for Economic Development is $376,730.00 Note: each project will receive an individual environmental review Finding of No Signi cant Impact An environmental review of the projects not listed has been made by the City of Woonsocket and has determined that those projects will have no signi cant impact on the human environment. erefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) (PL 91-910) is not required. Additional project information is contained in the Environ- mental Review Record (ERR) on le and available for public examination and copying in the o ce of the undersigned during regular business hours. Public Comments All interested agencies, groups and persons disagreeing with this decision or wishing to comment on the projects may submit written comments to the City of Woonsocket at the o ce of the un- dersigned. All comments should be received at the address speci ed within 15 days from the date of mailing or posting of this notice, which occurred on September 17, 2020 and last until October 2, 2020. e City of Woonsocket prior to authorizing submission of a request for release of funds will consider all such comments so received. Comments should specify which Notice they are addressing. Release of Funds e City certi es to HUD that the Certifying O cer in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environment review process and that these responsibilities have been satis ed. HUDs approval of the certi cation satis es its responsibilities under NEPA and related laws and authorities and allows the City of Woonsocket to use Program funds. Objections to Release of Funds HUD will accept objections to its release of funds and the Mayors certi- cation for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certi cation was not executed by the Certifying O cer of the City of Woonsocket; (b) the City has omitted a step or failed to make a decision or nding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written nding that the project is unsat- isfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accor- dance with the required procedures (24 CFR Part 58) and shall be addressed to: US Department of Housing and Urban Development, Massachusetts State O ce, New England Area, O ce of Community Planning and Development, omas P.
