Town of North Providence/Town Clerk TOWN OF NORTH PROVIDENCE 2000 SMITH STREET NORTH PROVIDENCE, RI 02911 Director of Human Resources Salary Range: $75,000-$95,000, based on experience General Duties: The Director of Human Resources is responsible for performing HR-related duties on a professional level and reports to the Mayor to ensure alignment between HR and nance. This position carries out responsibilities in the following areas: bene ts administration, employee relations, performance management, compliance, safety, and recruitment. Quali cations: 1. Bachelor's degree in Human Resources, Business Administration, or related eld; Masters' Degree Preferred. 2. Minimum of 5 Years HR Experience. 3. Knowledge of federal, state, and local laws and regulations related to HR functions. 4. Experience facilitating union negotiations and collective bargaining agreements. 5. Excellent verbal and written communication skills and ability to work with Legal Counsel to formulate complex strategies and reports. Responsibilities: 1. Maintain a high level of con dentiality that must include personnel and medical records, legal proceedings, bid proposals, negotiating positions, collective bargaining strategies, and plans. 2. Mediate employee disputes and conduct all investigations and report to the Mayor for resolution. 3. Coordinate and write communications to all employees with disciplinary actions in progress, including Open Meeting Act Notices, Pre-Deprivation Hearings, Last Chance Agreement, and corrective actions. 4. Represent the Town on grievance hearings, mediations, fact- nding, arbitrations, unemployment, Worker's Compensation hearings, and casualty and general liability insurance hearings. 5. Supervise bene ts administration. 6. Participate in union negotiation committees. 7. Develop, update, and maintain employee handbooks. 8. Serve as the contact person for workplace bullying, harassment, or other disruptive situations. 9. Develop a procedure for and conduct exit interviews with employees who leave the Town. 10. Serve as the Town's administrative and investigative of cer for ADA, Equal Employment Opportunity, and Af rmative Action.
